[orca-list] safe to delete or not install packages



one thing that would be really useful to compile would be a database of 
packages it's safe to either never install or uninsstall based on package 
function for orca.  When two packages that do the same function are 
available and both are acceptably accessible these packages probably ought 
to be captured in a database too.  Two benefits coming out of such a 
database.  First large inaccesssible packages take up much disk space 
which can be retrieved and probably put to better use by the system 
operator.  Second, flexibility to switch to another equivalent package if 
the first one ever is attacked.
