handle the accessibility tags that allows Adobe Reader to present the

does seem to be at the open specification level as well as the
libraries that pdf viewers use to read pdf documents.
A slight correction: the problem is with the libraries only. The PDF 1.7
specification, which is the same version as the ISO 32000 standard, specifies
tagged PDF.
Checking the table of contents shows:
section 14.7 logical structure
14.8 tagged PDF
14.9 accessibility support
So what it needs is for someone to write code.
