Rather than writing an entire new speech function, why not simply present PDF accessibility to the AT-SPI? 
Such functionality could be added to an existing PDF viewer rather than needing to write a whole new 
application from the ground up. If there is an Evince developer already working on implementing 
accessibility, the best thing to do would be to help by getting involved in development, assuming of course 
there are others who have enough knowledge of the codebase and the PDF specification to submit patches to the 
project.
