[orca-list] getting festival and flite to work with orca under ubuntu 12?

Hello something else I am trying to set up under orca and ubuntu 12 is 
festival and flite.
I uncommented the proper speech synths under 
/etc/speechdespatcher/speech.conf.
and I have installed festival and flite speech tts engines.
rebootted the machine
how ever they aren't showing up under the speech synths under orca voice 
speech synthisizer list.
is there any other steps I need to perform?
