The top panel (I think) navigates better by moving sideways - left to
right or right to left with arrow keys or by strait tabbing.  the
exception to this idea are when you hear "Menu bar." At the present
time, there are two "Menu Bars." the first one is the System menu
where you can find things like Logout, Shutdown, etc.  the other menu
is the applications menu where you find all your programs.  Now these
two menus are navigated by going up and down with the arrow keys as
you were attempting to do.  Once inside these menus, you can't
navigate out of them unless you hit the escape key first but if you go
and start arrowing around again, you might drop back into the menus
again.  so what I do is tab around the panel and then only use the
arrow keys after entering either of these menus.  Also, another
possible bug perhaps, to get the system menu to talk right, I need to
press left or right arrow once and then up and down motion will get
Orca to speak the choices.  this is the only way I can gracefully get
out of gnome by logging out instead of killing it with Ctrl+c from the
terminal in which I ran 'startx'.

So i hit control+alt+tab to hit the top pannel, then i up/down arrow
through the list of icons. Least, this is the behavior i'm assuming
you're supposed to be able to do. However, when i down arrow then try to
up arrow to go back  up because i've passed something, gnome doesn't let
me. I'm not sure if this is default behavior or if this is a bug, but
seems like a bug to me...
