Hi again.
I see an interesting problem with Orca master version, orca-xdesktop version
not producing following issue:
When checked the speak objects mnemonics check box in Orca preferences
dialog/speech page, the voice type and speech page tabs doesn't spokening
Orca the comboboxes labels mnemonic letters.
This turns out to be a Gtk+ 3 bug and not an Orca bug. I have filed
the following:

Orca cannot present the mnemonics for any combo boxes in Gtk+ 3
because we have no idea what the mnemonic is. And, like I stated in my
earlier response, the reason you're just now seeing this in Orca
master is because Orca master's dialog is Gtk+3; Orca's xdesktop
branch dialog is Gtk+ 2.
