Actually, I was asking about this because my Orca isn't working and I
need to debug that. So, no push buttons or menu selections for now!

Fortunately, I was able to do this from the console with Speakup by
issuing 

orca -s

Thanks to Alex Midence for pointing this out, and to Joanie for getting
this switch working again on the console, with no GUI runnin!.
