I don't know of such a report so cannot provide a link but I would
imagine someone has reported it somewhere at some point as its quite a
long standing issue and quite annoying.

is handled by firefox and the other navigation is controlled by
orca. As you cursor around, orca controls the caret and firefox is
not picking up this navigation and so when you press tab firefox
moves to the link from where it thinks you were (generally the last

caret on the same line as a link).
