IIRC, that's a setting of BRLTTY, but I can be of course mistaken (saw
this on a fs display).

Have you already looked into your BRLTTY-configuration, located in
/etc/brltty.conf?
There is no brltty.conf in my /etc
Do you have a file like
/etc/brltty-pg.prefs
in /etc? The two letters "pg" can be the matching identifiers for your
braille device. If this file exists, try to rename it and restart
BRLTTY. If it was a setting of BRLTTY, it should now be gone - and of
course all your other settings.
