I recall a similar discussion about the notification of cut/paste
operations with a windows screen reader and it really amounted to
being merely the echoing of the keystroke being pressed; the screen
reader could not actually tel if the said operation was successful or
not. I think Orca would face the same restrictions. Short of echoing
every control key operation, one could probably add a limitted key
echo for these specific keys and speak meaningful labels rather than
the generic keystroke.
