yes it does, but if it is pre-installed then it will be set up without 
the accessibility profile settings so off by default and not present at 
the GDM login screen. I am fairly sure the OEM team wouldn't let a 
manufacturer remove Orca from their build, but if you give me a 
make/model I can find out for sure.
