You could use the command spd-say "some string" to make speech-dispatcher 
say the string.
This should work from any console before gdm has started.  If 
speech-dispatcher is not running, you will get some error like fail to 
connect to sd-server.
That is not the exact error message though.
Also check your speech-dispatcher logs, they sometimes do  help.
