As odd as it seems, I think I solved the same issue in a similar manner on ArchLinux. I hadn't said before partly because I can't see the logic in why this should happen (if orca really is just toggling the setting) and partly as I think I may have try other things (eg. switching to gecko caret navigation and back).

If you only toggled the setting you say you did, then orca must be toggling it back to something other than the default setting, may be this needs looking at (is the default correct). It might be worth trying to toggle the setting again, see if it returns to working fine (if you're worried it might mess up your system I will do this).

If I am unable to reproduce the problem, I'll also ask for a debug.out.
But we might as well cross that bridge when we come to it.
