I agree this issue isn't high enough priority to put a large effort
into.  The laptop vs destop mode is currently working fine.

However, I'll put in a vote for option 2 down the road, if there is
time.  People often suffer RSI injuries because of over-using keys
like control, alt, escape, and super.  You can trash your ulnar nerves
in your left arm in emacs pretty quick, and Caps Lock looks like it
could cause similar issues for heavy Orca users.  The ability to move
the key can save hands.
