You are right, I think need keep this default option with new combo box 
default value with desktop layout (Insert and Kp_insert modifyer key). 
Because I think UI freeze is near (but possible I not known right), Not 
enough fix Passes the next command on to the current application" 
command accept locking keys if need single keystroke (Insert mode toggle 
or Capslock mode toggle)?
So, not enough fixing following bug:

This bugreport concentrating only capslock key issue, possible need 
extending the final patch both Insert key mode toggle and capslock mode 
toggle. Jon doed some patches in this bugreport, the last patch is 2010.
