Conceptially, this kind of thing should be resolved during run time.
When people install these packages, they are usually doing binaries
which have already been compiled.  If someone is building Orca from
sources and does not use Braille, he/she should not be forced to
install the various Braille packages just to build the program.  Also,
packages can be build more independently and generically if bindings
are used at run time instead.
