Here's another vote for Latex, which I've finally started using. I'm
liking it.

My biggest problem so far is that vim's latex mode puts the data about
how many lines are folded on the left, ahead of Speakup reading the
section title. Eventually, I hope to find where that's configured and
flip the data around.

I've found I can generate html 4.01 that tidy likes using texlive's
htxelatex. I've found I can generate odf using 'mk4ht oolatex
[file.tex]' . I've found I can turn any Word doc I get into latex using
wv. I'm a pretty happy camper.

If OO.O has an outline mode, it may meet your requirements.

Emacs and Vim both have folding modes that work with document formats such as
LaTeX. I gave up word processors and switched to LaTeX in 1998, shortly after
my move to Linux, and I remain convinced that it was the right decision.
