I think such an option as you initially suggest would be good. However I
would possibly say if the user sets it not to announce live regions by
default then it would be useful for orca to announce that there is a
live region present.
As for the more complicated suggestion from Joannie, I like the idea but
it does sound a bit difficult, possibly inaccurate and also could slow
down orca. I guess I am saying at the moment I am unconvinced of the
value of that feature, I would need to see a prototype running before
really supporting it.

Well, I wasn't actually proposing a change to the default, just a way to
set the options we currently have for live regions on a permanent rather
than a temporary basis.
I like the idea of trying to identify counters and shut them up, though
I'm not sure how practical this would realistically be. If something
like that was implemented, there'd also need to be a way to explicitly
mark (or unmark) a region as a counter when the heuristics were incorrect.

Once a consensus is reached, if you'll summarize the conclusions
(including what the default/initial value of this setting should be) in
a new RFE in bugzilla, I'd be happy to implement it.
Independent of the above "just get the blessed counters to shut the heck
up," it might also be interesting to see if we can heuristically
identify counters and ignore them even when live regions are enabled. If
you agree, that would be a separate RFE.
