I don't know specifically about the doubletalk, but Orca can use
emacspeak speech servers for output and some hardware synths are
supported in this way. However I think Orca may restrict some of the
synths it can use via emacspeak speech servers and so I don't know
whether the doubletalk PC is a possibility with Orca (as I remember I
couldn't get my apollo working with Orca in this way). It may be worth
you at least looking in to this.
The only other way, and it would require some work is to create a
speech-dispatcher driver for the doubletalk. I don't know what is
involved in writing a synth driver for speech-dispatcher so couldn't
estimate the amount and complexity of the work required.
