Twinkle (in text mode) is accessible from the shell.

FreeSWITCH can be used as a soft phone, and so far as features are concerned,
it makes the others on the list look like toys. Be aware, though, that you'll
need to understand its XML configuration format in detail in order to gain the
benefits.

I've been able to run 48 khz (compressed) phone calls and conferences on it,
phone calls over IPv6, etc. There are still a few problems but it's improving
rapidly.
