Okay, thanks much for letting me know this. Were there some way to stuff
the keyboard with control-shift-tab or control-alt-d automatically right
after orca finished running it would be possible to work around this bug
for as long as it lasts. So, does gnome either have a separate package
available that can do this or gtk perhaps or can a package be downloaded
as an add-on? Hmmm, expect might be able to do this with a little script
that searches for Welcome to Orca and I hope I have the capitalization
correct. I'll have to look into that.

I did that when I installed orca. The desktop still remains hidden after
orca comes up.

Try unchecking 'Show Orca main window' option in Orca preference general
tab.
