There are some things we might consider here:

1) http://bugzilla.gnome.org/show_bug.cgi?id=536827 - Provide 
configuration GUI option to set the Orca key/modifier.  This would allow 
you to more easily redefine the Orca key to something else.  Right now, 
you can change the Orca modifier key, but it requires hand editing your 
~/.orca/user-settings.py or ~/.orca/orca-customizations.py files.

2) http://bugzilla.gnome.org/show_bug.cgi?id=373387 - Users should be 
able to lock/unlock the "Lock" modifier even if Caps Lock is the Orca 
modifier.  While this bug talks about the Caps Lock key, the solution 
proposed is that a double tap of the key will let the key pass through.
