I have also run into this, and it looks as though running orca --quit is a
bad way to kill orca and will cause the settings not to be restored.
cleanup() calls restoreXmodmap(), but restoreXmodmap() expects
$CAPSLOCKSETTING et al to be set, and they will only have been set if
saveXmodmap() has been called.

CapsLock behavior if you are using the CapsLock as the Orca key. It should
restore the CapsLock behavior if you exit Orca normally. If you kill Orca in
