The shell script used to launch Orca has some code in it to shut off the
CapsLock behavior if you are using the CapsLock as the Orca key. It
should restore the CapsLock behavior if you exit Orca normally. If you
kill Orca in some bad way, however, the behavior may not get restored.

I'll take a look at that. Something else to keep in mind is that even if I quit
Orca, hit the capslock, and restart Orca, the capslock still remains active. I'm
thinking that this is perhaps some Xorg thing.
