[a11y] odd window reactivate/deactivate events with switcher
The impact of this bug is two-fold:
1. When using Compiz and Alt+Tabbing, the speaking of the initial item
sometimes gets cut off (due to an unexpected window:deactivate event).
2. When Tab is released and focus given to a window, we might get a little
chatty, speaking the window that had focus prior to switching (due to an
unexpected window:activate event that it shouldn't be issuing since it's
becoming non-active).

That explains why with Compiz, I often found that a window would be totally inaccessible if I switched to it.
I would have to minimize all windows and go to the desktop and slowly switch to the window I wanted to have
it accessible.
I look forward to this bug being fixed, as it will mean I can use the zoom plugin to zoom in on things that I
may want to look at quickly, inaccessible apps, etc.
