[a11y] odd window reactivate/deactivate events with switcher
The impact of this bug is two-fold:
1. When using Compiz and Alt+Tabbing, the speaking of the initial item
sometimes gets cut off (due to an unexpected window:deactivate event).
2. When Tab is released and focus given to a window, we might get a little
chatty, speaking the window that had focus prior to switching (due to an
unexpected window:activate event that it shouldn't be issuing since it's
becoming non-active).
