Yes, I've been experiencing this with the twitter website since I've
been trying to use it.
On a side note, the program twitux is very accessible with Orca although
it is a bit limited in features.
but not to shift focus from the website issue...
Using Orca 2.26.3 and firefox 3.0.11 on Ubuntu 9.04.
