I wonder if this is specific to IBM ViaVoice or if I've just not run the
exact steps to reproduce the problem in the many different ways I've
spent testing this. :-(
As an experiment, can you try using a different speech engine, such as
eSpeak.

Steps to reproduce:
1. Activate orca's preference dialog and select the speech page.
2. Press tab 4 times and press down key. This may select the
uppercase voice configuration.
3. press tab until you find the pitch parameter.
4. Change the value. Orca starts to speak using the new pitch value
as expected
5. press the apply button.
Note that orca continuous speaking using the newest pitch value.
6. press tab until you find the default configuration voice.
7. press tab again until you find the pitch parameter.
Note that the value is the same applied in the step 4.
If I try to change the hyperlink configuration voice, it works as
expected.

voice and the changes are made in the default voice instead of
