Interesting.  Further testing gives me this.

While it is saying "single underline" for characters I underline 
manually, I am being told by a visually oriented individual looking at 
saved documents via windows (saved as Word format), that a set of 
characters is double underlined, in a particular document.
Orca is still not reporting this to me, using orca-f on those characters.  
I wonder if this is some artifact of the save as word format.

Or, perhaps it does not announce double underlining?  Not sure how to 
cause Writer to create a double underline, so do not know how to test 
that.
