Hi,

It looks like those of us who like the Cepstral voices need to contact 
them and request they work with the orca team to get this problem fixed. 
here is Will's comment from the bug:

I suspect this is a threading bug in the Cepstral engine itself.  I'm
reassigning this to the gnome-speech product, but it is going to take some
cooperation with the Cepstral organization to resolve this.  We've tried
working with them in the past, but the response has unfortunately been minimal.
 More voices contacting Cepstral directly (e.g., your voice) may help.
