Hi,
I get this too.  Except in my case, Orca switches to festival at the log in screen and says choose 1 for eSpeak and 2 for Festival.
It happens most of the time but not every time.

After this announcement, there was a fairly long pause, then I heard the 
login drum sound.

Anyone else experience this behavior? Very strange.
