[orca-list] reconfiguring speech-dispatcher

I think I am close to configuring Speech-Dispatcher but I have a
problem.
I can't seem to be able to run speechd.conf from the terminal when I
type it and when I have successfully got it working, I left some
settings as default so I don't think I configured it correctly.
Can you only run the script once and if not what am I doing wrong to
keep getting "command not found."?
