[orca-list] reconfiguring speech-dispatcher

I feel I am getting close to configuring speech-dispatcher but I have a
problem.
I was able to run speechd.conf once from the terminal but I can't re-run
it to check a few things.
Most of the time I get command not found when I type speechd.conf from
the terminal.
Should I shut down orca first becfore going through the configuration
before I run the tests for example the speech synthesiser?
