The package is not broken, but Speech Dispatcher is turned off by
default after installation.  This is due to the migration to pulse
audio, where it is desirable to run Speech Dispatcher within your login
session, rather than as a system wide service.  There was simply not
enough time before Ubuntu Hardy release to make this work automatically
so some setup is necessary.  Please contact the Ubuntu or Speech
