Hello John, you can try the spd-say command to test whether the problem
in Speech Dispatcher and if it is, you can restart Speech Dispatcher and
Orca should start speaking again automatically (you don't need to
restart Orca).  Also, you should be able to diagnose your problem in
Speech Dispatcher logs.
