My synthesizer experience is somewhat limitted in Orca but I regularly
use espeak both with gnome-speech and speech-dispatcher interfaces.
I've also used the Cepstral voices which are often called swift and
the module for it is called swift; that is most easily implemented
with gnome-speech and I have used it with speech dispatcher too but
gnome-speech seems to yield a better responsiveness than speech
dispatcher for the Cepstral voices.  I love the voice quality of
cepstral voices but espeak is much much more responsive to me in
comparison.  So I usually stick to espeak because of the
responsiveness.  I can use espeak with gnome-speech or speech
dispatcher; punctuation control is better with gnome speech but speech
dispatcher has other advantages over gnome speech too.

I own a copy of Dectalk but have never tried it with Orca.  I used it
some with Speak a while back and ran it through speech dispatcher's
generic module.  I would probably use the generic speech dispatcher
module with Orca if I want to try DecTalk.  I found the generic module
of speech dispatcher to be particularly sluggish with Orca when I
tried to use Cepstral with speech dispatcher.
