I did encounter this problem some time ago, and never remember a
solution being found. I don't think a bug report of this was ever
actually made (that's from memory so may be incorrect). 

The only "work around" for this I have found is to enter my key ring
password elsewhere first (eg. I used to go to key ring manager, which
presented the password dialog and orca would speak that, and enter my
password there first, and then go to evolution, which then didn't bring
up the key ring password dialog).

My observations have gone as follows:
The key ring dialog is silent when evolution brings it up, but key ring
manager does let orca still speak (I don't know if it is just evolution
which makes it silent, or whether it is just key ring manager which
allows orca to speak it).
There seemed to be slightly different behaviour with different speech
output systems (as I remember speech-dispatcher was silent but gnome
speech still managed to speak it. I am not fully sure whether that was
consistantly true regarding gnome-speech as I generally use
speech-dispatcher and probably was just testing out something else with
gnome-speech when I observed gnome-speech and the dialog in question).

Sorry this doesn't provide an actual answer, but hopefully it might help
in tracking down the actual bug.

pressed escape which restored things.  When I had sighted support I
learnt that it was just asking for my keyring password.  Very very
silently.
