I think the keyboard navigation issues are not Orca bugs. Lack of
presenting them properly *might* be Orca bugs, but the inability to use
normal keyboard traversal techniques is more of an application or
toolkit bug.
Furthermore, it can often be an application problem as opposed to
something that can be globally fixed in a single location :-(. For
example, instead of using the GtkStatusIcon, some apps such as Pidgin
and I believe the user switcher, end up rolling their own misbehaved things.
The other day, I discovered that the fast user switch applet in
particular seems to be quite focus happy -- once you get on it, it's
hard to get away from it: you can navigate off it to the object to the
left or right of it, but then your next navigation action brings you
right back to the fast user switch applet. My workaround is to remove
that applet from the panel. To do so, use "Shift+F10 -> Remove From
Panel" when you're stuck on it.
I've logged bug http://bugzilla.gnome.org/show_bug.cgi?id=545713 to
track the fast user switcher applet problem. If people run into other
problems, I highly encourage them to log bugs as well.

enters it using the tab key to move from applet to applet, the user is
unable to exit this applet using the tab key. Exiting the top pannel
using ctrl+alt+tab and reentering it again using the same key
combination still puts you back in the volume control applet with the
same result.
Question: what do other users do in this situation?
I am using orca-2.23.5pre from svn.
