The console and windowing environments are so different I don't think
that would be possible.  I for one, use speakup which is a patch to
the kernel and that has no chance of working inside a gnome
environment and Orca strictly works in a gnome environment and could
never be patched into the kernel  to give you boot-up to shut down
coverage so you would have to use both to get a full coverage.  I too
pretty much do all my text based stuff inside a gnome terminal or
multiple terminals if necessary so in a sense, I have a single
assistive technology solution for both text and windowed
applications.  But I can quit out of gnome and just use speakup for
those lower level native text activities if I need to.
