Also, the latest speechd_up appears to be 
0.3rc1 from 2005. Is that correct? A two plus year old build is still an
RC?

 
The latest speechd-up is 0.4, but you cannot find it in a lot of 
archives. 
However you can get it via the Ubuntu archives.
There are important improvements in 0.4, so that a non-English 
speaking/writing user can use it.
