Perhaps the best solution:

mkdir -p ~/.speech-dispatcher/conf
cp -R /etc/speech-dispatcher/* ~/.speech-dispatcher/conf

Now stick a call to speech-dispatcher in your gnome session startup list
or wherever you put things you want to startup automatically as soon as
you login. From this point on, Orca should start with speech-dispatcher
as long as you have speech-dispatcher selected as your speech system.
