It's in your default gconf configuration, a series of XML files that define
the default values of gnome preferences.
On my system these are under /var/lib/gconf/defaults and
/var/lib/gconf/debian.defaults
These are overridden in files located under your ~/.gconf directory. If you
can't or would prefer not to change the values under the Gnome user interface,
you can use gconftool-2 to change them directly (see its manual page).
