Hi Hermann:
I replaced my files with your files, with the only change being that I
commented out these lines (I'm on Solaris and have not yet started
working on resolving why I cannot get Speech Dispatcher to compile or
work there):
#orca.settings.speechServerFactory = 'orca.speechdispatcherfactory'
#orca.settings.speechServerInfo = ['Standardsynthesizer:', 'default']
#orca.settings.voices = {
#'default' : orca.acss.ACSS({'average-pitch': 5.2000000000000002,
# 'family': {'locale': 'de', 'name': 'default Standardstimme'},
# 'rate': 60.0}),
#'uppercase' : orca.acss.ACSS({'average-pitch': 7.0}),
#'hyperlink' : orca.acss.ACSS({'average-pitch': 2.7999999999999998}),
#}
I then conducted this test:
1) Brought up gedit and typed one line:
"""@@@
2) Pressed the left and right arrow keys to navigate across the
characters in the line above.
I heard the pronunciations you provided. :-( I'm not sure what could
be going wrong. I'm not sure how this could be a localization thing,
but it might be. Before running down that path (I don't have a UTF-8
German locale on my box), can you verify that the above test fails for you?
Thanks!
Will

Can it be a problem with localization?
All I can guess is that it might be a typo in either your
~/.orca/user-settings.py or ~/.orca/orca-customizations.py files. If
you send me both, I can take a look.
Here they come.
