That's certainly a bummer. I don't have experience with OpenSuse, so
I'm not sure what's going wrong. :-( When you say that speech "cuts
out", does it ever come back? For example, if you wait a while without
typing on the keyboard, does speech eventually reappear? If not, what
actions do you take to get speech back?

developer and the version of Orca I'm using is the latest stable version
