Yes, I get the same behavior, and my primary system is a P4 2.4Ghz, with 1GB RAM. As soon as I kill Orca, the 
desktop is as responsive as it should be.

The same, and again, when orca is not running, its responsive again.

Don't use Evolution, so I can't comment about that one.

My Questions:

are this  problems accessibility related or are the mentioned apps 
in general slow.

Well since I am able to use the desktop with no unresponsive windows when Orca isn't running, I'm given to 
think that its either Orca itself, or something in the accessibility framework thats not working right, but 
only manifests itself when Orca is using the framework to get information about the current application.

Do I need a faster Machine?

No, I certainly don't think so.

I am running Ubuntu Gutsy on the above mentioned machine, but since I spend the vast amount of my time in the 
terminal, such responsiveness issues don't bother me when I am using nautilus etc, as I do so quite rarely.
