Hi Beth,
Welcome to the list,
Ubuntu is the right flavour of choice for linux+accessability, or at
least it is the least intensive to set up for a blind person.
From the description you have given, it sounds like the accessability
layer hasnt been loaded, you can load it by pressing f5 then the number
3 then enter twice at the bootup screen.

You are probably using Ubuntu Gutsy, but the steps are the same.
