I hear the last selected paragraph, provided the cursor is placed on a line
that contains text. Placed on an empty line, I hear only "paragraph" and
nothing else. So what has changed?
Trying to grok how Orca commands work by reading
the ChangeLog entries, is probably not the best approach.
I suggest looking at the Orca specification.

Where-Am-I is documented in section 3.15
The speaking of selected text that scans multiple line or
paragraphs is specified in section 3.15.1.2
In short, you will need to double-click Numpad+Enter to get
this.
There is also a bug In Orca with Evolution w.r.t. this
functionality, if there are multiple lines selected and
the line that has focus is a blank line. I will add that
as a comment to bug #400716 where this work is being
tracked.
