And can i remove those lines from the .orca/usersettings.py 
that control caret navigation?

I actually keep the lines in my orca-customizations.py because I almost
always want to let orca control the caret navigation.  The problem with
usersettings.py is that you will lose these lines if you re-run orca-setup
or anything.
