Hi.

The top panel seems to be the only one here that does bad things to the
keyboard.  The bottom panel works fine using left and right arrow to
navigate.

When I have problems with the top panel, I use Orca's review keys to
left click on the panel notification area.  Once I do this, keyboard
commands like tab and shift tab will move between icons again.
