I know it might be silly to ask this since you may not be able to
actually tell me what's happening with out the appropriate information
to tell you what's happening, but do you have specific icons that are
not working for you?

For example, Orca let's me know when I'm on the clock, the network
monitor, the volume control, the web browser, e-mail, and help icons in
the top panel, and I seem to be able to read all of the information on
the bottom panel.  (This is all on Ubuntu Feisty).

I've noticed that the gnome-panel can be an evil keyboard focus trap and
I cannot seem to navigate to the other icons.  :-(  When I'm doing
e-mail writing blog entries (http://blogs.sun.com/wwalker) while riding
my trainer, I cannot use the mouse at all and I typically type with one
hand.  Ctrl+Alt+Tab to get into the top panel sometimes results in focus
staying in the "Applications, Places, System" menu area and I cannot
seem get out of it unless I force a mouse click somewhere on the
desktop.

To be honest, I don't know so I've CCed the Orca list.  Could we add a
feature within Orca so that users could label these items?  Is this a
problem specific to the application?  Is it a problem specific to the
notification area?
